There is no pandemic and there never was, the radical disobedience to the illegitimate laws applied by the executive, which fraudulently and in the absence of democracy in Spain, is the one who does them at will and on the run, it has to be active and permanent, for their own dignity and not to get involved in collaborating in what in the end, when all this happens, we all see the scale of the lie and the physical and moral crime that has fallen and is falling on Spanish society, it will be one more lie of this Regime founded and based on pure lies. And that, without any penalty, as on other occasions where corruption and crime have been blatant, as the judiciary belongs and is ultimately the executive, every criminal comes out unscathed, alive and well, it is not the first, nor the second, not the thousandth time that it happens, and this, gentlemen, is supported and continues to be supported by the ballot box every four years.

No pandemic lasts nor can it last a year, a pandemic is an epidemic infection that affects a large part of the continents but that its duration is for a short period of time, no more than a year as we are already, (definition of pandemic in the first chapter Covid-19), to participate in this barbarism is inhuman and irrational, it is to follow the game and the theater of the oppressed and the oppressors. There is no one who, in a sensible and thorough way, can continue to support the great lie that Spanish society relies on today regarding the ridiculous pandemic that is causing the ruin of thousands of families with the excuse of a simple flu. Does it matter to them that the elderly have been murdered and left to die alone in the residences? It is just a fact.

We have no one, there is only us, the Spanish Nation against the abuses of power of the State that it is controlling and the oligarchic consensus that there is of political parties within it has taken from the Nation. There is no one who looks out for the citizens, and this shows that Freedom is not requested, that it is not even required, that it is a conquest based on disobedience and constant struggle opposing the tyranny and despotism of the State of parties that there is a form of government in Spain.

There is opposition to non-participation in the theater that is staged, and it is the people, the only opposition to what we see and what happens. Remember the day that you go to vote, that no state party, as we have seen and verified, has drawn, or does not, and will not stand up for anyone in this legal mess of confusion and collaboration of a certain part of society, which is coerced in all State institutions for the illegal and illegitimate financing so that this whole circus continues and has been carried out without any opposition, are the sustenance of this disaster. Corruption and lies are the fundamental and foundational part of this form of government and how Spaniards are governed, and without it, lies, nothing we see could work. And all this happens because there is no Political Freedom and because there is no democracy, nor has there ever been, that is why we can see what we see in our daily lives, corruption, prevarication, embezzlement and the destruction of an entire Nation, of a culture, of traditions and the path of destroying an extraordinary language that is spoken by almost 600 million people around the world, and the theft of our individual rights and freedoms that we still had and that, as they are not guaranteed by anything or anyone, can take them away whenever they please and this shows that we were never a free people, because Freedom in the singular is fixed and permanent. Meanwhile, sitting in a chair waiting for them to come up with a change or a committee of experts or a vaccine is foolish and irresponsible towards your neighbors.

It is not possible for us to stay still, waiting to see what they tell us or to see if extraordinary scientists come and bring us solutions to this because that is not going to happen because everything that is happening has nothing to do with health. do not seek that you will not find. On the other hand, if you look in front of your eyes, you will see that everything is ridiculous and that everything is false, from protocols to the new laws and decrees that are manufactured on the fly and all the restrictions and blocks to de facto remove our evolution as citizens.

Some are determined to continue collaborating, to continue to wind up this barbarism, that there is no one who supports it if it is not lying and falsifying absolutely everything, both from the media and in the approach on the street with the masks and the time prohibitions and other part of the theater of viruses, which already tires us, and is packing us in such a way that there is no where to take it. Anyone who wants to label, who is labeled, and who shamelessly seeks excuses to continue playing this gambling slop, whoever is a fanatic who continues to be one, may even be reminded of hunger for professional reasons, and even for pride, keep saying that this is a pandemic, even if the negative answer to it is in front of you, and whoever does not want to learn and open his eyes out of pride, keep voting until he cries with rage, because the voter in the party state will never be able to choosing absolutely nothing, what you will do is avoid saving your dignity as a person and voluntarily surrender your political freedom as a citizen. In the party state there are no citizens, there is slavery and voluntary servitude every 4 years at the polls to endorse the regime (system) that exists, and now, at the time we live, they wear masks for no apparent reason at all more than to fall ill, imitate the political class and make a real fool of themselves.

This is endured for putting up with something, it is accepted for accepting something and it is obeyed because we want to be good and obedient people and what we are doing is a real ridicule in the eyes of our political class, giving an image of a backward and lost people, without personality nor character none. And it is that, to make opposition and to make a true revolution, or change, it is impossible, ineffective and absurd to defeat the enemy by obeying him. It is the same as if in a battle the soldiers of the opposing side obeyed our orders, it would be the most ridiculous battle that has ever been seen in life, and it is already in sight, in those who believe that there is opposition, opposition to what or from whom? ? Is there anyone who has exposed other measures or has taken a different path than the one taken by the current government? To be an opposition, they will have to face the proposals or political actions that are being addressed, not support them or keep silent, which is what all the state political parties that make up the congress, without exception, have done.

I will not let pass, at the height in which we are in decline, showing here some data collected from the Official State Gazette, simply for pure information and clarification, realities in view of all; and this is because the interest in creating ordinances and creating the millennial politics of fear and terror from the autonomous governments, where the distribution of the spoils of the State, and honoring the cause for which these, the autonomies , were created, it is carried as we can see in the following document to the letter and with impudence, all this, while thousands of families go to hell, I do not know if this will be clear to mean that the fraud in the State of parties and Institutional corruption is developed systematically and in progress, with the manufacture of laws in bulk in the weight of the political class and all the institutions. I proceed to leave this document with the sole intention of official information that we can all have and must have in hand to eliminate any attempt of confusion.

Royal Decree-Law 22/2020, of June 16, which regulates the creation of the COVID-19 Fund and establishes the rules regarding its distribution and release.

 

Article 2. Distribution of the COVID-19 Fund among the autonomous communities and cities with the statute of autonomy.

The COVID-19 Fund will be distributed, by tranches, among the autonomous communities and cities with autonomy statute and its purpose is to finance the budgetary needs derived from the COVID-19 crisis.

The territorial distribution of the credit referred to in article 1 of this royal decree-law, will be carried out on the basis of the following sections and distribution criteria:

a) The amount of Tranche 1, of 6,000,000,000 euros, will be distributed on the basis of the following criteria associated, fundamentally, with healthcare spending:

1) 35% of its amount will be distributed among the autonomous communities of common regime according to the data of the equivalent protected population by the National Health System, of 2020, distributed in seven age groups, according to the methodology described in the Report of the Working Group on Health Expenditure Analysis published in September 2007, as stated in the certificate issued by the General Director of the Basic Portfolio of Services of the National Health and Pharmacy System (current General Director of the Common Portfolio of Services of the SNS and Pharmacy) on February 13, 2020 for the purposes of the provisions of article 9.b) of Law 22/2009, of December 18, which regulates the financing system of the autonomous communities of the regime common and cities with autonomy statute and certain tax regulations are modified.

 

2) 30% of its amount will be distributed among the autonomous communities of the common regime according to the number of COVID-19 cases notified, of patients who have required admission to the ICU on April 30, 2020, in accordance with the certificate issued on April 3, 2020. June by the General Director of Public Health, Quality and Innovation.

3) 10% of its amount will be distributed among the autonomous communities of common regime according to the number of tests carried out by PCR, related to the diagnosis and monitoring of SARS-CoV-2, as of April 30, 2020, in accordance with the certificate issued on June 3 by the General Director of Public Health, Quality and Innovation.

4) 25% of its amount will be distributed among the common regime autonomous communities according to the number of COVID-19 cases notified, of patients who have required hospitalization as of April 30, 2020, in accordance with the certificate issued on June 3 by the General Director of Public Health, Quality and Innovation.

5) Likewise, each of the cities with autonomy statute of Ceuta and Melilla will be assigned an amount of 12 million euros. Therefore, the amount of the tranche to be distributed among the autonomous communities of common regime will be the result of reducing, from the amount of this, the resources assigned to the cities with autonomy statute and the participation of the Communities of the foral regime, which will be determined in accordance with the criteria established in the previous sections.

b) The amount of Tranche 2, of 3,000,000,000 euros, will be distributed on the basis of the following criteria associated, fundamentally, with healthcare spending:

1) 45% of its amount will be distributed among the autonomous communities of common regime according to the data of the equivalent protected population by the National Health System, of 2020, distributed in seven age groups, according to the methodology described in the Report of the Working Group for the Analysis of Healthcare Expenditure, published in September 2007, as stated in the certificate issued by the General Director of the Basic Portfolio of Services of the National Health and Pharmacy System (current General Director of the Common Portfolio of Services of the SNS and Pharmacy) on February 13, 2020 for the purposes of the provisions of article 9.b) of Law 22/2009, of December 18.

 

2) 25% of its amount will be distributed among the autonomous communities of common regime according to the number of COVID-19 cases notified, of patients who have required admission to the ICU as of October 31, 2020, according to the certificate issued for that purpose the head of the General Directorate of Public Health, Quality and Innovation.

3) 10% of its amount will be distributed among the autonomous communities of common regime according to the number of tests carried out by PCR, related to the diagnosis and monitoring of SARS-CoV-2, as of October 31, 2020, in accordance with the certificate that issued for this purpose by the head of the General Directorate of Public Health, Quality and Innovation.

4) 20% of its amount will be distributed among the autonomous communities of common regime according to the number of COVID-19 cases notified, of patients who have required hospitalization as of October 31, 2020, according to the certificate issued by the person for that purpose. head of the General Directorate of Public Health, Quality and Innovation.

5) Likewise, each of the cities with autonomy statute of Ceuta and Melilla will be assigned an amount of 6 million euros. Therefore, the amount of the tranche to be distributed among the autonomous communities of common regime will be the result of reducing, from the amount of this, the resources assigned to the cities with autonomy statute and the participation of the Communities of the foral regime, which will be determined in accordance with the criteria established in the previous sections.

c) The amount of Tranche 3, of 2,000,000,000 euros, will be distributed based on the following criteria associated, fundamentally, with spending on Education:

1) 80% of its amount will be distributed among the Autonomous Communities under the common system based on the population aged 0 to 16 years of each Community in 2019, according to the figures of the Register for each Autonomous Community, as of January 1, 2019, in accordance with the definition contained in article 9.b) of Law 22/2009, of December 18.

 

2) 20% of its amount, taking into account the expenditure on higher education, will be distributed among the autonomous communities of common regime according to the population of 17 to 24 years of each Community in 2019, according to the figures of the Register for each Autonomous Community, on January 1, 2019, in accordance with the definition equivalent to that contained in article 9.b) of Law 22/2009, of December 18.

3) Likewise, each of the cities with autonomy statute of Ceuta and Melilla will be assigned an amount of 7 million euros. Therefore, the amount of the tranche to be distributed among the autonomous communities of common regime will be the result of reducing, of the amount of this, the resources assigned to the cities with autonomy statute and the participation of the Communities of the foral regime, which will be determined in accordance with the criteria established in the previous sections.

 

5. d) The amount of Tranche 4, of 5,000,000,000 euros, will be distributed on the basis of the following criteria, mainly associated with the decrease in income due to the fall in economic activity.1) A part of 4,200,000,000 euros, will be distributed as follows:a) 60% will be distributed among the autonomous communities of common regime based on the relative weight of the average recognized rights of the years 2017, 2018 and 2019 of each Community for the Tax on Patrimonial Transmissions and Documented Legal Acts, the Special Tax on Certain Means of Transport and taxes on gambling, excluding payments made by the AEAT to each Community in the years indicated in relation to the Tax on gambling activities. The amounts related to the recognized rights of the aforementioned taxes will be obtained from the data sent by the autonomous communities to the Ministry of Finance in application of the budgetary stability regulations, and which are published in the economic-financial information center of the Ministry of the Treasury.b) 40% will be distributed among the autonomous communities of common regime according to the definitive adjusted population of 2019, calculated based on the variables and weightings that appear in article 9 of Law 22/2009, of December 18.2) A part of 800,000,000 euros, will be distributed as follows:
   1. a) 34% of its amount will be distributed among the autonomous communities of common regime, by permanent regular services of general use of interurban passenger transport by road within their scope of competence, depending on the vehicles * km produced in the year 2018 in accordance with the certificate issued for this purpose by the holder of the competent Ministry of each Autonomous Community. Services of this class included in the Madrid Regional Transport Consortium and in the Barcelona Metropolitan Transport Authority and those corresponding to the Canary Islands are excluded from this section.b) 49% of its amount will be distributed based on the revenue from the fare corresponding to the year 2018 of the Madrid Regional Transport Consortium and the Barcelona Metropolitan Transport Authority, deducting from these amounts the contributions that correspond to the Local Entities according to their degree of participation in said entities or the subsidies or transfers for which they participated in their financing in 2018, in accordance with the certificate issued for this purpose by the President of each of the organizations mentioned above.c) 13% of its amount will be distributed among the autonomous communities of common regime that own interurban and metropolitan rail services, not included in the Madrid Regional Transport Consortium or in the Barcelona Metropolitan Transport Authority, based on income per rate corresponding to those services for the year 2018, in accordance with the certificate issued for this purpose by the person holding the competent Ministry of each Autonomous Community.d) 4% of its amount will be allocated to the Autonomous Community of the Canary Islands for the permanent regular services of general use of intercity road passenger transport within its territorial scope.In accordance with article 3.4 of this royal decree-law, the effective territorial distribution of this part of the section will be carried out by Ministerial Order of the head of the Ministry of Finance, based on the certificate of the relative weight of the participation of the autonomous communities common regime in this part of the section, according to the criteria established in the preceding paragraphs, issued for this purpose by the Ministry of Transport, Mobility and Urban Agenda.
      3. In accordance with the provisions of article 2.1, and without prejudice to the provisions of article 1.5, the amount of expenditure incurred by each Community and City with a Statute of Autonomy equivalent to the resources assigned to Sections 1, 2 and 3 , will be considered an expense financed with finalist funds from the General State Administration, for the purposes of the provisions of article 12.2 of Organic Law 2/2012, of April 27, on Budgetary Stability and Financial Sustainability.

      Royal Decree-Law 21/2020

      Article 6. Use (not) compulsory of masks.

       

      1. People six years of age and older are obliged to use masks in the following cases:
         

       

      1. a) On public roads, in outdoor spaces and in any closed space for public use or that is open to the public, provided that it is not possible to guarantee the maintenance of an interpersonal safety distance of at least 1.5 meters.b) In means of air, sea, bus, or rail transport, as well as in complementary public and private transport of passengers in vehicles with up to nine seats, including the driver, if the occupants of the tourism vehicles do not coexist at the same address. In the case of passengers on ships and boats, it will not be necessary to use masks when they are inside their cabin or on their decks or exterior spaces when it is possible to guarantee the maintenance of an interpersonal safety distance of at least 1 ,5 meters.c) The obligation contained in the previous section will not be enforceable for people who have any type of illness or respiratory difficulty that may be aggravated by the use of the mask or who, due to their situation of disability or dependency, do not have the autonomy to remove the mask, or present behavioral alterations that make its use unfeasible.
         d) Tampoco será exigible en el caso de ejercicio de deporte individual al aire libre, ni en los supuestos de fuerza mayor o situación de necesidad o cuando, por la propia naturaleza de las actividades, el uso de la mascarilla resulte incompatible, con arreglo a las indicaciones de las autoridades sanitarias.

         2. Según datos del INDEF (a 22 de enero) hay 17.000 defunciones menos en el año 2020 frente al año 2019 y menos defunciones que en los años 2018, 2017, 2016 y 2015. Es posible un aumento al alza al actualizar los datos, pero nada hace pensar en niveles de catástrofe que justifiquen las medidas políticas adoptadas y el bombardeo incesante de la radio televisión destinado a insuflar pánico en la población.
